From Policy to Practice: Behavioral Threat Assessment and Management (BTAM) as a “People + Systems” Layer of Safer Design

On May 21, 2026, the US CPTED Association hosted a webinar featuring Jillian Haring focused on the growing connection between CPTED, school safety, and behavioral threat assessment practices.
Throughout the webinar, Jillian discussed how schools and districts are increasingly implementing Behavioral Threat Assessment and Management (BTAM) frameworks to better identify, assess, and respond to concerning behaviors before incidents escalate. The session explored how multidisciplinary collaboration, environmental awareness, communication, and early intervention all play an important role in creating safer school environments.
One of the major takeaways from the webinar was the importance of structure and accountability within school safety programs. Jillian shared practical tools and examples focused on CPTED, district readiness, case management, compliance, oversight, and intervention planning. The webinar reinforced that effective school safety is not just about physical security measures, but also about processes, collaboration, and creating systems that support both prevention and positive outcomes.
As part of the webinar, Jillian also shared several behavioral threat assessment checklists and readiness resources for attendees to utilize within their own schools and districts (please see above).
