Effective Therapeutic Design in Homeless Shelters

At the 4th Annual US CPTED Association Conference, Justin Reeves of Lighthouse Ministries presented on Effective Therapeutic Design in Homeless Shelters, sharing insights from the organization’s new facility in Bellingham, Washington.
The presentation explored how thoughtful environmental design can directly influence safety, behavior, healing, and overall well being within homeless shelter environments. In addition to addressing important security considerations, the session focused on how design can create spaces that feel stable, welcoming, and supportive for both residents and staff. Through the lens of the four core CPTED principles, natural surveillance, natural access control, territorial reinforcement, and maintenance, the presentation demonstrated how shelter environments can be intentionally designed to support both safety and positive human interaction.
Using the new Lighthouse Ministries facility as a real world example, Justin walked attendees through how the design of a space can reduce tension, improve day to day operations, and create a stronger sense of dignity and accountability within the environment. The session also highlighted how CPTED principles can work alongside therapeutic and trauma informed approaches to better support individuals experiencing homelessness while still maintaining a safe and functional facility.
A major theme throughout the presentation was the importance of balancing safety with compassion. Rather than creating environments that feel institutional or restrictive, the presentation showed how CPTED strategies can help create spaces that are secure, calming, and supportive for the people using them every day.
Presentations like this continue to reinforce how CPTED can be adapted far beyond traditional crime prevention settings and applied to some of the most important social and community challenges facing cities today.
