Title: Built for Crime: One City’s Struggle with a Perennial Problem Property
Presenter: Janine F. Heiner, JD, CPD
Director of Operations
SafeWays, Incorporated
Situated across the street from a community center, park, and high school, and directly next door to a senior living facility, the Peppertree Apartments in Memphis, Tennessee were once a thriving community. Now they are legendary for crime and violence. For more than a decade, community leaders struggled to have something done to stop the violence and give residents a safe place to live. In late 2022, HUD finally pulled funding from the complex and agreed to relocate the residents.
Join Janine Heiner of SafeWays, Incorporated for an in-depth examination of the ways in which the physical design and maintenance of this notorious property created a perfect environment for crime and a textbook example of why every municipality should incorporate CPTED in their planning and development process, as well as their municipal codes.
